I usually document my fans fairly well. So, this one was a bit of a surprise. It is just under 1.5" when folder. From the early 20th century, it's made of very thin celluloid and the threading appears to be silk floss.

It was in a Ziploc bag of miniature tea set dishes, in a box in my kitchen. I've looked through my purchases of the last couple years and don't see it. 

I'll need to do a little bit more research on this. Celluloid fans are of often from Europe, South America, and the United States. However, I've seen some like this with lengthy tassels outside of the guards.
