This is a fixed Japanese fan. It not a prolific type of Japanese fixed fan, at least to our exposure, in comparison to the fixed fan uchiwa, which have silk or a silky fabric stretched over a frame, or the folded fans, sensu (扇子).

The original size of this type of fan is approximately 15" x 9"; this miniature fan is 5" x 3". The front of the fan contains the artwork, made up of a silky kind of fabric and metallic floss. The verso of the fan is blank. The handle is made of bamboo. 

The art on the full-sized rice paper fans seems to often be dimensional art like this miniature fan. However, some of these fans feature original sumi-e artwork, with hand-drawn images.

Owners of these fans indicate that they have 20th century origins, especially in the mid-century (1930s to 1960s).
